it wouldn't be the city officials doing the calling, more along the lines of normal hospital procedure (even if the hospital clearly isn't normal, though as he does get visited by his family later on in the hospital they clearly don't prevent them from visiting), and clearly his dad knows about the City if the conversations with him are any indication.
