Actually... a few *do*. Its not exactly common but some of the women-only universities in Japan are known to. Some of the "mega-campuses" especially (the K-12+uni types). I can't think of one that is co-ed though that has uniforms. I'll edit if I find an example (seems like Waseda requires them but 30 seconds of googling isn't catching me a list of examples yet). I have a feeling that the university Mugi wants to go to is so old-fashioned and conservative it may require them -- of course, I get the feeling Mugi's family still mentally lives in the Edo Period.
University uniforms appear to be more common in Thailand though.
