Gankyou and Mari are the oldest, we can see it because they use the haoris, showing that they are already on an upper rank.
Tetora surely is older than Kukuru.
So it must be:
Gankyou>Mari>Tetora>Kukuru>Kigu
I know it's a long shot, but I think it's pretty much like this.
