Considering how they're emphasizing it as JRPG, I think it is very unlikely that it is an action RPG, or a shooter in any way. When Japanese developers use JRPG, they tend to mean very traditional Japanese RPGs with towns, fields, dungeons, command based battles in encounters, etc.
