Nishikiori, above everything else, is a coward. He's not going to do anything until he's certain that an animal, disease, or plot device isn't out to get him. After that, he's going to make sure he's got plenty of "slaves" to worship him. Then and only then will he let his sadism out to play again.
Edit: Actually, all the computers and technical equipment shown has been quite thoroughly destroyed. If there was something anacrhonistic, it's nothing more than just scattered debris.
