This has been the policy for all previous instances of the Anime Suki Choice Awards. It's nothing new. Changing it would be a drastic change, and several people have already pointed out the problems with it.
I understand as I would love to vote for Dio Brando as the villain, and Jonathan as a male lead. We'll just have to wait until next year.
