Ok, I watched the episode again. I'll agree that he isn't as good as Athrun, yet. However, he's still quite good, the targets aren't as fast, but he's hitting the bullseyes consistently at 17:18 point. Shinn's probably just a few levels below Athrun in terms of shooting.
