The way Kakashi understood it, the only thing that can counter Tsukiyomi is another Sharingan user, which is why he told Kurenai and Asuma to close their eyes. As it turned out only another Mange-Sharingan user could counter it and Kakashi couldn't counter because he wasn't full blood Uchiha while Sasuke is too inexperienced. The whole purpose was to setup the Sasuke-Itachi final showdown, since Sasuke is the only one who could possibly counter that attack.
Unless Itachi just likes to talk a lot of shit and makes things up for the purpose of making himself seem stronger than he really is.
