There are even times when the best studios will badly animate a close up of somebody's mouth saying important words. I thought Japanese would outgrow such shortcuts (also lack of blinking) but now it is part of the fundamental animation in Japan. Oh well. Makes me glad I would go to American animation school since I will learn more at American animation school than Japanese animation school.

If you want to watch an anime that's exceptionnal with the mouth animation cuts, try watching some of Kou Matsuo's works (and I even plan to watch his newest work called
Valvrave the Liberator, to see the characters' interactions standing from the others). The characters appearing in those works have mouths that move realistically being akin to real life's counterparts, or so I heard.
