Also, I'd wager that the Galactic Empire has an overt rule that lets its members run themselves the way they do, and then has operatives that do not exist eliminating threats to the Empire from the shadows. This man, "Abel", could be one of them, and he's definitely not alone.

Speculation time!

I'd say its a vengeful parent who wants to wreck Hakuoh for one of their graduated members crashing into another dinghy and spraining her daughter's wrist back in the old tournament. Just so happens that said parent is a committee member of the judging board.

When in actual fact, both girls involved in the accident have become best friends in Space University, and that the Hakuoh senior deliberately crashed into the other girl to save her life.

So after some talking, the conflict ends and they all have parfaits. Everything ends well if you're a pirate!

I was thinking about how it resembles a Deflector Dish attack. Starfleet vessel deflector dishes have sensors ringed around them to bypass subspace distortion of warp travel. These when repurposed by reversing the polarity can allow the dishes to "fire" special particles.

Guesstimating from our continuum, the nose cone of rocket craft usually have some sensors inside. Also, these sensors being hull-mounted are much more reinforced than the underslung MSA, and won't snap off on recoil. So by subjecting the buzzard collector sensor suite to the same treatment, you get an improvised, low impact weapon that shoots science.

Also, it takes a Science bridge officer to be able to fire off a Charged Particle Burst or a Photonic Shockwave, and Misa is from Science. After all, to shoot a special particle weapon through atmosphere without main computer help would require micro-adjustments from someone who knows how to do it, ie, a Blue Shirt.

Or it could just be a Phaser Spinal Lancer dialed down to Low power settings. (Yep, Star Trek has both a Yamato, and a Wave Motion Gun, just that in 2 separate halves. It is not until 2412 when both Yamato and Spinal Lance were united as one)
