Aokiji is not the strongest admiral. It is unknown who is the strongest out of the three, but I personally believe that they're all going to be equal, especially going by the new threat rankings in the recently released log book (all three are 10/10). Take a look at
post #37 in the "General Discussion on the Marines/Navy" thread to see why it is unknown who the strongest admiral is.

Just because Blackbeard is at Impel Down right now (for reasons unknown), it doesn't mean he won't take part in the upcoming battle. Why don't you just wait and see what his motives are for being there before accusing him of being scared?
