When LO first appeared according to the data she recieved and based on her interpretation he is not a total psychotic bastard to the Sisters as everyone perceives.
Mikoto and Touma would like to disagree on that.
With Misaka Worst he can't bear to kill another Misaka. He tries to be good person yet it all goes wrong for him.
