Then why do more people not use this technique...oh well I guess it is just one of those things that is not relevent for the situations at hand (i.e. the battles that have been fought have not required this knowledge/ability).

Hiraishin no Jutsu was a special seal seemingly only attuned to Minato Namikaze. That being said, I see no reason that another Fuin master could not breakdown the seals that Namikaze used, or at least far enough to realize that there is more to the jutsu than just the three-pronged kunai (for instance it could be a two-part seal with one part engraved on Minato and the other placed on the kunai, but that is simple speculation not fact).
