(and as I said before. So far the JSDF has been willing to kill hundreds of thousands of enemy soldiers who couldn't resist with artillery. I did mention levelling city blocks or individual buildings.
And with cities there will almost certainly be civilians in firing line at some point, which is what i meant by ruthlessness.
Empire forces win only when JSDF lets them, the power disparity is just too great.
