Actually, I think Shin is more or less a nice guy in addition to his GB nature. His natural impulse is usually to be good - that's one reason why he fell for Hiromi, because he was appalled at the injustice she was suffering. Some of the sense of dutiful responsibility he feels comes from a genuine desire to do the right thing. It's just that he's also a frustrated teenager and sometimes he wishes he could be bad, and that confusion drives him to be less nice at times.
In general I certainly support the notion that not all Good Boys are nice guys. Takeuchi from BGI, for example, is a classic Good Boy but he certainly isn't a nice guy...
