Altough this may be true to a certain point, it is not compleatly accurate.
- Bara Suishou, as it turns out, is
Not the seventh Rozen Maiden, but the copy of one instead. However she
Is still alive.
It is assumed that altough beeing considered a "Fake" in the end, Bara Suishou's purpose was
Not to become a Rozen Maiden, but to become a doll who would
Surpass the Rozen Maiden ; those of which created by Rozen.
At the end of Rozen Maiden ~Traumend~, it is revealed that Enju is not the man known as Rozen or "Father", but a jealous apprentice of his who sought to eclipse his master's art.
To this end, Enju had created Bara Suishou to destroy the Rozen Maiden and become the Perfect doll, acomplishing then what his master could not, to "reach" Alice.
Bara Suishou in fact does succeed in obtaining all the Rosa Mysticae, but as she is not being made by Rozen, she fails to contain the Rosa Mystica and falls apart.
Kirakishou, (the original seventh doll) is then revealed toward the end of ~Traumend's~ last episode; however her purpose, motive and role remain unknown.

Is her own personality.., others say its lack of it..
I myself strongly support the "
its her own personality" speculation.., Bara herself does have a force of will, and the ability to take decisions.., its just.. , she is binded (by her own points of view) on most.
To Bara all that matters is to make "Father"
(her Father.., Enju) happy, and the way to do that.., is to prove that she is superior to any of the dolls Rozen (
Enju's master) had made.., which then eventualy leads.., what better way for such then for "my doll" be the one who achieves "Alice".
Through out ~Traumend~ we could see little signs of Bara's own personality on some episodes.. ; but specialy on episode # 12 , as where when she loses control (for fear that Shinku had escaped) and shouts out at Jun with all the
Kristalls asking..
"WHERE'S SHINKU !!"
And another for example is the final moments between her and Enju.. , with her smiling to him after having defeated all the Rozen Maiden.. , and last her tear of sadness when she realised the Rosa Mysticae where going to destroy her and she failed into becoming what her "Father" always wanted.
To Bara Suishou it is clear that These are the facts that matter the most to her.. ; hence it is pointless (
in her point of view) to exchange any further dialogue with any of the Rozen Maiden, or anyone else in fact..
So in the end.. , she just limits to "imitate" some of the phrases as a responce to whom made them.
Pure and simply , its just a very calculative & cold aspect of her personality when towards the means to achieve her goals ; which is what makes Bara exactly what she is

It is assumed that what truly diferenciates Bara from all the Rozen Maiden.., is in fact the process as on how she was built.. ; clearly Enju knew alot of how Rozen created the
Rozen Maiden, and is without a doubt a exceptional Maestro aswell...
However, he failed on something (
something that some say it was the Rosa Mystica that Bara did not have of her own).., which then inevitabily lead to her self-destruction when she atempted to achieve "Alice".
