She basically means if he designed a object unlike most objects in the series whose focal point is one being good at one thing. His object would most likely be so good that it ends up being a killing machine. It'd basically have very few flaws and work on land, air or sea. That and the fact hes destroyed so many of these things he probably manage to avoid these flaws.
