Actually, it's not just anime--pretty much all Romance texts end with the "I love you", plus a possible wrap-up of immediate lose ends. Beyond that, you move into Drama and, quite likely, Tragedy (see Clannad + After Story for a good anime example). Those are genres that never sell quite as well as Romance/Comedy and tend to flop if not done VERY well.
