i gonna be honest here, no offense but...
have you even tried to get better anyway,i'm gonna sound mean here but compare to 2006, you barely improved at all, the anatomy totally wrong, unbalanced, disproportioned, the face is out of shape, inconsistent with the angle, the eye look misplaced and soulless, like they were mask instead of actual eye, the eyelid look really wrong.

seriously, if you want to get better, you should try to learn more about anatomy, try to draw the face shape better, look at your sig and try to draw the shape of the face like that, look at random anime art and try to draw it, gradually,you hand will be used to it and you will be able to draw whatever you like. look for some anime drawing tutorial and try to follow them, here is a good place for it
