You're underestimating military, Stratos will be mad.
Seriously thought, even a single military transport can carry 50 people, if you prefer 'some' luxury, about 20-30 people.
With decent air force escort plus several I.S., I don't think they can't feel any less secure. But you're right that they may put only those effort for I.S. Cadet Reps.
(Besides I think I saw a warship in I.S academy in the first few minutes of Episode 1... might
imagining things though, but if that's true, then I.S.A. has their own military force)
