Suggestion IS a form of brainwashing. It just needs time to sink in, and its effect depends on the willpower of its victim. It's the same as propaganda, which is on a much larger scale. In a sense, Kimijima has achieved global brainwashing with his reports, if not only for a short period of time. While he can brainwash others with the Noah technology he has in hands, Kimijima prefers the power of words.
Misaki found Kimijima's smartphone which was installed with a prototype AI Airi. Misaki was about to sell it for quick cash, but Airi guided her to return it to its master. Misaki has been the victim of Kimijima's suggestions ever since they first met. One year later, after she killed Kimijima, Misaki had expected the police to arrest her for murder, but a month passed and nothing happened. She became paranoia and decided to return to Kimijima's apartment, only to find that the body was gone without a stain of blood. She wanted to confess to the police, but there was nothing to prove that she had murdered anyone. On one hand, she was relieved that no one would ever find out her crime. On the other hand, she was depressed with the fact that she had killed Kimijima. This drove her into a state of chaos. And the ghost of Kimijima striked her at that moment of weakness.
In the prelude novel, Kimijima has shown Mizuka the sleeping Airi at his basement. Mizuka was disgusted and hates Kimijima and his experiments ever since. It seems that she was the one who secretly moved Kimijima's body.
