Mina has no intention of ever turning Yuki into a vampire. That was made clear in volume 8, but we could have figured it out before. Remember, Mina herself does not consider vampirism to be a desirable state, and considers humans who want to become vampires to be fools. She would likely consider turning Yuki to be a horrible act, a betrayal of Yuki's friendship.

Now it's not an option at all, as Yuki is dependent on the reprogrammed Pied Piper nanites to stay alive. Pied Piper was designed for use against vampires, so the fact that Yuki is human is the only reason they were able to use it to save her. But we don't know how much of her brain was damaged beyond repair, so we can't know how much is actually now made up of the nanites. If she were to be turned into a vampire now, the machines would affect her the way they were designed to affect all vampires, and the consequences would likely be... bad.
