We actually saw them as wee kids Ui is definitely younger. Though Ui's maturity, in more ways than one, manages to catch up that they look virtually like twins.
Puberty though was kinder to Ui as Sawa-chan can testify.
Ui sticks too close to her sister. We joke that she might be a be yandere. With that I can imagine her sabotaging guys attempts to woo her sister by pretending to be Yui and rejecting them.
