... I think there's a difference between Sengoku Rance and this, especially since Shukufuku no Campanella has an All-Ages version. I doubt that's something that Sengoku Rance can pull off without taking out a third of the content in the game.
Plus, Tears to Tiara and Utawaremono had both of their main characters in a harem setting. Looking at Windmill's/Getchu's pages, I get the impression that the game tries to be cute more than anything else. I don't know; it doesn't seem obvious to me, since the things you said apply to all harems.
