Yes, she did. In this context, she meant she was a planner of AnoHana.

How should I put it? It's the one that decided which proposal would get animated. The one that accepted her proposal of Anohana.

Simply put, production time is consistency, and budget is framerate.
Even poor animation is costlier than a high-quality still shot.
