Schneizel wanted to get his hands on Lelouch, that's the only reason he lowered himself and negotiated with Terrorists. But then he's too nice and allowed his request to be a negotiation by not letting Cornelia put that pos Ougi in his place.
Even if your army has an advantage over the other guy's, since you're both soldiers you allow them the courtesy of making demands. It's obvious by Cornelia's reaction that she wasn't negotiating with fellow soldiers, she was making demands to a bunch of terrorists who were in no place to make any sort of demands.
