Actually, that's a very interesting question. Do the peoples of the developed world use citizenship laws in order to protect their own prosperity at the expense of the prosperity of the people of the world in general, and is this at least partly motivated by the perception of the people of a country as "us", and those outside as "them"? (As opposed to being purely a case of a large number of people acting selfishly in concert, for example.) If so, then the answer would seem to be yes.
