An odd hair color is generally a sign that the person in question is a humanoid interface created by the data-whatever-entity... Tsuruya is an exception, due to the fact that she's probably crazy enough to just dye her hair that color.
Anyway, haven't we already seen most/all of Mikuru and Tsuruya's female classmates? If they're going to throw in a Lucky Star cameo, I'd say it would be during the scene where Kyon's standing outside the formerly all-girls school... actually, that'd be a rather amusing poke at LS's mostly female cast
