At the beginning of track 2-17, you can definitely hear Teana's footsteps, so she isn't flying.

That aside, in track 2-13 Teana talks about going inside the Marine Gardens complex; from that I had assumed that the rest of the action takes place indoors, with Subaru and Ix being underground somewhat.
