I may do copypasta for every other elements, but my characters'

Like a sniper in a PC game you’re boned if they get close so you have to be careful not to LET them get close. Ideally you have teammates that keep them busy or at bay, but you yourself also need to consider what happens if your teammates are occupied or someone slips past.
This is gonna seem like a weird example but hopefully it’ll make sense when I’m done I used to play allot of Mechwarrior (still do from time to time). In Mechwarrior I often liked to play a missile boat now at long range these guys are a major pain in the ass as basiclly nothing besides other missiles or a handful of specialist weapons can reach back to counter them, of course the flip side of that was that loaded down with LRMs and extra ammo I often had nothing besides a pittance of close in weapons,normally a pair of trio of Medium lasers, basiclly total crap it was mostly a “I might be boned but I’ll bite your ankles as I go down!” kind of deal.
As such close combat was BAD, but at the same time getting a bunch of closer ranged guns would reduce my fire support ability and dilute my mission… Well okay I could have just boated Extended Range Large Lasers instead of missiles but that’s for gutless cowards… *mutters something unmentionable about Nova Cats* So like I was saying since I have integrity (Read: I’m a masochist.) I needed to adapt my style of play and configuration to maximize my chances.
First thing is as said the Mech configuration (read spells or skills for a mage) just like a tank a mech as three basic categories (IMO these largely apply to mages as well) Speed, Defense, Offense. A good missile boat or bombardment unit is heavy on the first and last, normally at the expense of the second. In MW this took the form of packing extra engine (for speed), electronics (normally ECM but sometimes improve sensors that granted longer detection range) and as many missiles as I could, armor normally suffered for this.
For a bombardment mage IMO it means much the same thing taking movement powers, practicing high speed flight, and learning some easy to use defensive powers that lean more toward disruption and evasion then taking, and of coruse maximizing your offensive potential.
The next thing and even more important is Tactics most people can build a decent missile boat, but how they use it is what shows you a skilled player verse a newbie. The first thing to consider is what exactly you hope to do in a battle and this can vary depending on the situation or terrain. Do you want kills, just to harass the enemy, to draw them to a specific area, set them up for an ambush, or just provide general support and over watch for the team? You need to decide what you hope to do because trying to do all of it can often lead to doing nothing well and ending up dead.
Another thing is that you sometimes need to consider that some areas are just BAD for missile boats and bombardment mages and that no matter what you do they’ll fight poorly in that situation, pretty much any enclosed space is like this. I loved my missile boats, but when it came to city maps I got something heavily armored and loaded down with about 50 tons of mecha sized cannons that moved slightly faster then molasses on a cold day… Sadly most mages don’t really have that kind of choice to just change all their powers on the fly.
Still the situations in which the bombardment mage is really just hopeless are acutally pretty rare, even cites aren’t that bad thanks to the fact mages can fly. Although they DO provide allot of places for a possible attacker to hide so they aren’t exactly ideal either, then again they give YOU places to hide in a pinch as well so it works both ways.
Anyway once you’ve decide what you intend to do during a battle based on terrain, friendly forces, and expected enemy forces you start going about it. Specific vary with the situation but some board rules.
-Discretion is ALWAYS the better part of valor if you think you might be able to take a guy or might not and you can get away… Just disengage you can’t afford to take to many risks due to glass jaw.
-You have range, use it. Too often I see guys that will expose themselves to serious danger by getting close to the enemy with a long range unit or weapon just because they can do SLIGHTLY more damage there, or rushing in to “finish a guy off” only to run around a corner into five of his friends. Avoid the temptation to close range, it’s not what your good at and you should always strive to keep the distance as far as is feasible. If you just hold off and think you’ll often find ways to do something nearly as well without needing to expose yourself.
-Hiding is not a sin, you don’t need to stand proud and announce your presence to all that care to know, lurking about waiting for the ideal time to strike is perfectly reasonable. In Hayate’s case this would likely involve just hunkering down away from the fighting somewhere concealed and waiting for either calls for support or observing a good opportunity to strike, instead of kind of floating around the battlefield in plain view.
-Neither is sticking around your buddies. This isn’t always feasible, but the fact is no one is great at everything and most of the time a team of specialists can take a team of generalists (nevermind one hotshot). So don’t feel like sticking around guys that cover your blind spots makes you “weak”, what it really means is that you’re not so stuck up that you put yourself and personal glory before the rest of the team.
If you ARE confronted by a leaker or someone sneaks up on you:
-Don’t panic. This is the biggest thing you’re in some shit but you’ve got to stay calm and think logically if you want to get out of it.
-Now would be the time to use those trips and movement powers while running like a scared little girl.
-If at all possible run TOWARD friendly units… This is something of a subset of staying calm and thinking you can’t panic and just run any which way try to make a rough plan of how you intend to escape. You might even be able to lure him into an ambush if he thinks you’re easy meat.
-Don’t try and be a Hero. If you get ambushed close in by a guy you don’t have much chance against don’t try and fight him off, your only goal should be to escape the disadvantageous position, if that means running full speed the other direction so be it. This also applies to rushing into a disadvantageous situation to try and save someone or the like, at best you probably end up with TWO people that now need help and you also can’t help others in cases where your skills could have bee useful, at worst you might end up dead. This is a hard one I’ll admit, but Hayate wanted to be a commander and this is the kind of math involved in that job.
Basiclly if Hayate can keep out of trouble and at range she’s going to destroy most possible enemies very quickly, and her tactics and skills should focus not around half assed attempts to cover blind spots but maximizing her ability to get in range and do that damage, and that includes being able to avoid battle with the kind of people that play to her weaknesses. Hayate isn’t going to just bust out some kung fu and become a competent or even passable CQC fighter overnight, or even in a year, but improving her evasive skills is entirely possible IMO.
That’s where I’d focus my efforts namely on making her faster and more mobile with more distraction and defensive options, but with a focus on breaking contact and gaining distance rather then trying to tank our counter attack. Play to your strengths instead of trying to poorly cover your weaknesses.

I'll concede on almost every point here. With this, I've decided to change some events in the main story. And believe me, they got better!
Though I might be a bit jaded on a few points that might raise your eyebrow, since I'm introducing some off-chance situation training here...
But since you mentioned it, I might just scrap the setting of that scenario and opt for a more fitting setting for that particular excerise in device system testing... And it's not like there're several closed-space fights in the entire story, really. But still, I think I might just put in some flair to it... hopefully.

Adding in my two cents, evasion and movement will be points worthy of improvement. Hayate most likely doesn't have the speed or skills in flying like Nanoha or Fate so that leaves her vulnerable to lighter and faster threats. Example in point, that places her as a assault-class missile mech, lots of firepower and armor but vulnerable to lighter and faster opponents. They might not be able to take her down fast but they will be able to harass and wear her down, running circles around while she has difficulty in even getting a decent shot in. Or buy enough time for a supporting teammate to finish the job as well. Having a idea in how to move and break out of pursuit will be more benaficial than standing your ground while slugging it out in a in-efficient manner.
Well in short I do support the idea of rather than jamplugging weak points for a overall better performance, spending time and resources to reinforce and support the strong points will be and is a better choice.

But my main gripe with that is what's there to improve on her power, which, as implied in canon, is her ONLY top stat?
As it is, I'm not going jamplug her weaknesses; she's still not good in (and will never be good in) melee or in any sort of combat not in long-range. But, I'll really focus on her other stats that CAN support her exorbitant amount of power. As you suggested, maneuverability is one of those. And in my fic, spellcasting-speed and multitasking are tackled as well thru some hopefully-believable upgrades.
So the biggest problem for me right now is maneuverability since you obviously don't become the best in flying just because you trained for one year.
What I'm thinking right now is that she got a bit better.

LOL. I dunno. Erick is the one in the field for most of the time. If you'd ask me, Erick is a professional (and badass) field-soldier while Aurion is just insanely adaptable and crafty mage. But since he was quite a mercilessly efficient soldier whose job description is almost exactly like the OFM's without guns in his youth... And he didn't exactly let his skills rust... I think he'd still qualify.
