It's apparently the school holidays now... But in the first place, there's a difference between running into someone somewhere out there, and running into someone who is just living
next to you.
In addition, Mikoto occasionally 'helps' out with Judgment right? So she might not be as unoccupied as to hunt Touma every single day.
