Well considering that 7 years ago the new council placed Fairy Tail on par with Grimoire Heart and Zeref, I wont be surprised if they really did try to disband them...
Only for Fairy Tail to go independent and kick the councils asses that is. That way Jellal, Ultear and Meledy can join the guild! Heck it's a win win situation!
