uhmm i thought he simply wanted to ally with minato to take down the disciplinary squad since they are both targeted by mbi.. anyway if karasuba is with them it's game over lol
p.s. of course higa knows about minato, it has been foreshadowed when he mentions to yukari that he would also like to meet her brother and even his secretary knows about him (through uzume's reports)
