It refers to lesbian relationships between schoolgirls that were - and maybe still are, it's hard to tell how much traction the idea has these days - seen as practice for straight relationships. Historically, it would be associated with 1920s when all girls schools (followed by an arranged marriage) were common in Japan and certain literature of that period. Given the period, I'd speculate they were scared shitless they'd experiment with guys instead.
