I think there are no real link between the number of the jinki and the same number of the sekirei.

Initialy, the jinki were in the space suttles land on earth 1000 years ago. It's the MBI which discovered and numeroted them.

The big power of the first 9 sekirei are link to their special tunning. I think there are no link with the jinki.
