The setting is fine for an anime, but for some sort of large scale RTS the faction balance as presented would not work. I also have no idea how popular RTS games are over in Japan.
A smaller scale turn based, story driven, strategy game like a Fire Emblem/Final Fantasy Tactics would work pretty good.
