Saber defeating Haruhi is indeed a pretty big win. So yeah, I definitely don't see much evidence that Saber has weakened.
As for the Haganai girls, they're holding their own against girls that were mid-tier in ISML 2011. Factoring in how Mato was boosted a bit by the recent BRS anime, and I think they're doing about as well as can be expected.
