Well, since Naruto and Sakura are being trained by Sannin, they could probably carry a 3rd nobody through the first two stages. Even if he gets hurt in the more dangerous 2nd trial, Sakura's medical skills should enable them to keep some loser alive so they can pass. After that, it's individual skill so the team doesn't seem to matter. So they could do something like put Konohamaru on the team and just have the two older kids' skill carry him through. Considering Naruto was able to beat a final exam opponent by himself, and both the characters have been training with some of the greatest ninja of the era, a 3rd rate teammate would probably function as a nice handicap for them.
