Justice can do that as well, its just that Freedom's weapons load out is more suited to multiple lock on moves than most other units, that's why its more frequently used on Freedom. I wouldn't be surprised if Providence can do it as well.

I have no doubt that it could given that the Strike Freedom pretty much demonstrates what the Providence would most likely do if it were to perform the same move. Point all of its weapons with all of its DRAGOONs stationed around it and spam.
