It's something like Ep. 13 for Onegai Teacher and Onegai Twins. The Tv broadcast aired 12 episodes, the 13th episode is released on DVD only...part of Japanese market tactics.
Except this time, the director obviously wanted something that is not restricted to broadcast censors.
