This is only 13 episodes. Regardless of whether or not we're getting more in April, you don't waste an entire episode on pointless filler when you only have one cour of episodes to work with.
TWGOK's actual plot takes a very long time to get going, and burning an
entire episode on a relatively short chapter does not help.
