This one is a bit hard. I don't really know what to think of it. I personally saw many better examples of formal/elegant than C.C with the Zero costume. Just to name someone. Euphie is usually wearing something that fits the theme.
Zero costume does look somewhat formal. Though i'm personally not to found of it. I'm not saying it's allowed or not atm. At least not till i heard what others think of it.
