I think the only way they'd be able to scrap all characters is to AU the entire thing. C.C. never lost her immortality, and, given the Code Geass world, if something epic began happening again, she'd be around to witness it. Maybe not important to the plot, but enough to be there.
Eh, it'd depend on how much was supposed to be in the movie though. If it was just straight-through movie with a definitive ending, it'd leave something missing. Then again, even if it didn't, something would still be out.
But, I'm also a person who has interest in a story that can keep expanding. The problem with that is the fact how easy it is to render everything dull by using the same tricks and trades.
Parts of the original fanbase are still hung on other matters anyways, I wonder if they'd even care much.
