For Eva and Hideyoshi, we honestly again don't have enough information on the nature of their locked room problem to know if it was possible for a person to gain access. The possibility can be determined with closer inspection but we aren't given that. Considering that both were also stabbed with stakes at positions that made killing from the door impossible, it HAS to have occurred inside, which again brings us back to the issue of access. The door was chained after all. The only possibility is if the killer was already inside, killed them, and left AFTER the chain was cut.

Second Twilight
:
It doesn't help to get around the killer having to still be hiding in their room, but the murder
doesn't
have to have taken place in their room. Eva and Hideyoshi could have been killed walking back to their room, with the killer placing them where they were found later, and locking the room from the inside then. Not a major change, but it does avoid making the killer the master of the Xanatos Gambit, capable of working out who's going to separate themselves from the rest first to hide in their rooms.

If this is the case, it would have had to be someone outside the 18, which would also be highly unlikely.

Suspects
:
I think you're dismissing suspects too quickly. Rudolph, Kyrie, Rosa and Gohda were unidentifiable. Kinzo will be unidentifiable when he's found shortly after. None of them have alibis for the second twilight if they're really still alive at this point.
