The Kirin is actually the more powerful of the two, and is the mythological origin of the "Nature God" in Princess Mononoke. But Kirins don't fight due to their passive nature, so normally Dragons gets the vote for being the most feared beast.
In fact, in some Asian stories, it's possible for any wild animal to become a dragon. It's the equivalent of reaching immortality/deity for humans.

It's known that on the way to become a dragon, some tailed creatures gain extra tails as a sign of their progress. (Like in Inuyasha)
And nine tails is as far as most legends end... Perhaps anyone with ten tails become a dragon?

As for phoenix...Asian phoenixes doesn't really fight. They are a shy species.
-Aren't dragons a symbol of good fortune and greatness as well in Asia? As for creatures gaining extra tails the Kitsune (like the Kyuubi) supposedlly gain one tail once every 100 years (they are believed to start with none). Once they reach 1000 years they get their 9th and final tail. As with that they gain incredible powers and the power of immortality. So far in the Narutoverse, 9 tails seems to be the epitome of such progress as such I would like to believe that a 10 tailed Dragon doesn't exist. Though when it comes top Naruto you can't rule anything out as a possibility.

-Are you referring to Kirara (the Nekomata, a 2-tailed cat)? The Nekomata are supposed to be quite potent in shamanism and necromancy but the Inuyasha version doesn't do that.

-I thought Phoenixes are believed to be advisors and helpers in disguise only revealing their true form when absolutely necessary. They posses great knowledge and will help those seeking guidence on their journey or something like that.
