No, the Katakana reads "Shaojii" (or "Shaoji-" - how does one represent the Katakana elongation in romaji?), though you're right, it'd be Xiao Jie in Mandarin.
But...they're in Hong Kong - so if it's meant to be Cantonese, those characters are romanised as "suije"...though I don't know how to pronounce them. (There is a "ji" reading for "姐", according to
this website, but for a different compound.)
As a side note,
apparently you shouldn't use that term of address in China.
Edit: As for the information in the booklet about her - it basically tells you what you find out/can figure out from the episode (mafia-like organisation, found out about Hei & Yin through a proprietary info network, her contractor power and renumeration etc) - the only new info is that she's from the Kowloon district.
