I think it's just on some absurdly drawn out schedule. According to
the site where it's published, the first chapter came out in May 2012 and Chapter 6 was just released in June of this year, so that's almost three months between chapters on average. The site doesn't say when the next chapter is due out, but Chapter 5 is due to be taken down at the end of this month and Chapter 6 in October.
