At first I thought Futaki was just power-tripping, even though it was pretty obvious Haruka was her sister. But at some point, it just becomes premeditated bullying. She's probably in a difficult situation herself, but there are some things you just can't excuse.
I don't know for sure that she's responsible for the fliers, but I don't know who else it could be. The only reason I wonder is because she had kind of a complicated look about her at the end when she was reading them.
