I've never done this but ehh here it goes:

Requirements: Born in the Lost Clan of Hikari-sui (light water)

Effect: As an assassination ninjutsu it uses the blood of a persons body (opponent),to send electrical signals to the brain to make an illusion (seems like a genjutsu), control, or if needed to send electrical currents threw the bloodstream bouncing from cell to cell and conducting the iron the the blood for an assassination. Weakness: Like most ninjutsu, it is needed to make contact but if you were to change the air around them to be less humid or somehow use wind direct the chakra flow of there body to counter it then it may be found at a fault, but alas requires quite a bit of familiarity to the jutsu.
