It's possible he somehow reattached Yin's soul to her body and separated her from Izanami. Who knows, maybe Kaga-Tsuchi is just Izanami forced into July's soulless body(because he's a shota lol).
As to what Hei is, he's a human/contractor hybrid. He's not actually a contractor, his sister, who's power lives inside him was. His sisters power was a lot more than shocking people, I forget exactly how it was explained, but she was on god mode apparently.
